Dr. Delia Nicoară is a Public Health and Management Specialist at the Oncology Institute “Prof. Dr. Ion Chiricuță” in Cluj-Napoca and a leading voice in European cancer policy and prevention. She serves as the European Coordinator for the Network of Expertise in Personalized Prevention, part of the leadership of Work Package 8 (Network Activities) in the EUNetCCC Joint Action and initiator of the innovative Cancer Prevention Hubs.
Dr. Nicoară leads several major EU-funded projects—including CraNE, JANE2, TRANSITION, and SUNRISE—focused on personalized prevention, digital resilience, adolescent health, and European networking. Nationally, she has contributed to Romania’s National Cancer Plan and the Cancer Competence Centre and supports the development of national standards in quality, screening, and patient-centred care.
ISQua-certified and part of its Fellowship Programme, Delia also chairs the OECI Working Group on Patient Involvement. A published researcher and frequent speaker at international oncology conferences, she contributes extensively to advancing personalized prevention and comprehensive cancer care across Europe.
Within Work Package 8 (Network Activities) of the EUnetCCC Joint Action, Delia is part of the leadership team and coordinates three tasks: Task 8.2.2 - Personalized Cancer Prevention, Task 8.2.7 - EU Cancer Survivorship and Task 8.3 - Dissemination & Evaluation, and co-leads Task 8.2.8 - Governance, Organisation and Leadership.
